Businesses will want to borrow. Sadly this is because they got fat overextending and borrowing at low rates for years. That said, they will only borrow if the US figures out how to get their population healthy and not scared anymore. This means test kits, testing, and managing the sick. Until we can do this, all bets are off.

As for banks, it doesn't matter what the rate is. They will try to lend through whatever means the can to screw the consumer be it tying the lending to your home (they love your home and can resell the bonds to people who want to foreclose on you at the worst time possible), tying it to student loans so you can't escape debt enslavement by declaring bankruptcy, or giving you a credit card at ridiculously high rates. If you want to encourage growth, encourage companies that will issue credit cards at 10% or lower to people with good ratings and get companies to stop issuing high interest credit to people who can't handle it. the simple fact is zirp doesn't help the population as much as one would think. It merely widens the spread banks make charging customers for credit.

If we spend the $1-2 trillion stimulus to go to consumers and require it to go to debt payments only it would help Americans greatly and put them on more solid footing going forward.

The main promise is uncertainty as to when, how, and who will fix the medical crisis. In fact due to insufficient testing kits we don't even know how big the crisis is or if even you have the virus. Until that is taken care of, no one can predict revenue flow, profitability, or growth. Thus the market no matter how cheap becomes speculative. The market hates uncertainty and after weeks the Federal government has not dealt with any of the central problems or uncertainties.

Thus the crisis right now is not monetary. It is do completely to uncertainty that extends beyond monetary concerns that must be dealt with rapidly.

Uncertainty is destroying the market because there is still no coordinated response for testing kits, testing, ventilators and hazmat suits, and medical services to deal with this after weeks. In the meantime the found case numbers are doubling every week. Discussions about suppressing unemployment numbers is fuel to the fire. We need clarity and coordination more than anything else. The market is reacting to the unknown and lack of a central strategy to fix the epidemic. Without this talk of bailouts etc. mean nothing.

Without a strategy and timeline to fix the medical crisis things that are based on future income are uncertain at best and thus valuating them no matter what the bailout is, is pure speculation. The market hates uncertainty.

It is funny people are so worried about drops in oil demand and not consumables and other things that are not critical to every day living like coffee, eating out, clothing, etc. These are the things that are and will continue to be slammed. People will still drive, just not go on cruise ships and big vacations.
