That ship has sailed! China decided they couldn't trust the USA, primarily Trump's policies, to provide AI chips and developed their own and the software to use them. Their home grown chips seem to be less expensive by about 60% and just as powerful. Even the CEO of NVIDIA told the Financial Times that “China is going to win the AI race.”. He later backed off slightly on this but didn't really indicate how the USA was going to win the race, simply that it must. Opening the door for chip exports at this late time is not going to reclaim the market in China. Once they've invested to develop their own hardware/software they're NOT going to dump it and retool with TACO Donnie's chips! Bye bye to the Chinese market!
Trump really loves farmers! Tariffs on China and money to Argentina kills soybean exports. Bringing in foreign beef to fill a gap American farmers could have filled had Biden economics been in place. Now growing the deficit in an attempt to resolve the problem he caused in the first place. Doesn't the USA have anyone with at least Economics 101 to assist TACO Donnie!?

The USA wanted to isolate itself from the rest of the world and it is working BIGLY! As for China, it is well on the way to being the #1 global economic power, if it isn't already, and has been massively assisted in its efforts by Trump's policies, particularly in AI development. The Chinese have an economic plan and are sticking to it unlike TACO Trump's daily changing faux economics, most of which is not working.
