It is every bit a tax paid by the employee, because every bit of it is caused by the employee's presence on the payroll. And the fact that the self employed must pay all of the tax backs this up.
So no need to adjust the amount collected, just alter the reporting to show the total employee compensation and the total tax collected. Certainly hiding the truth was a great way to reduce complaints, but it is also a lie! Show folks just exactly how much they are paying and perhaps they will understand better that nothing is as "free" as it seems.
