Doesn't it matter where the interest on the payment of those loans go? If a public bank doesn't the interest go to the treasury, versus a private central bank in which case it goes...somewhere else? Wouldn't a truly public bank, rather than lending money to the government, forbid lending to the State and instead lend all the money in the country to private sector borrowers and fund the State on the interest there of?
