Those examples of Japanese underemployment are rather trivial. The job offers for graduating university seniors are in the positive range (1.2-1.3 per person) for the first time in years, mostly due to the low population growth. Higher pay is now being offered as companies compete for labor. Pork-barrel construction is much less than 10-30 years ago. I work in both of these sectors in Japan.
