The late Senator Edward W. Brooke and I wrote what became the Section 8 housing program[2], which has been used and abused.  Billions of American taxpayer dollars have been pumped into the program, in a desperate attempt to help America's poor.[3]  But history has shown that money alone will not "fix" problems.

The flip side of this undertaking is the need to address homelessness in America.  Winter is upon us; and every day and night the poor suffer, yet little is being done.  There is no relief.[4]. Dr. Ben Carson was Donald Trump's HUD Secretary during the entire first Trump presidency.  Like it or not, he knows where the "bodies are buried."

I wrote a law review article about homelessness in America.  I quoted Carson at length.[5]. While he may be sick and tired of dealing with such issues, he is uniquely qualified to address them.  He has Donald Trump's ear, and Trump respects him.  He is a doctor, who has been trained to understand if not address the physical and mental health issues involved.

Equally important is the fact that unless homelessness at the local level, state-wide level, national level, and global level are addressed now, they may never be addressed.  We are at a pivotal point in history.  And yes, the "stars are aligned," and Ben Carson is in the unique position of being able to lead the gargantuan efforts.  Again, Donald Trump trusts him, and so do I.

All of this may be occurring as the United States and the world are facing another epidemic from China.[6]
