Laura Hall has been the President and Chief Executive Officer of EAH since 2019.  She is a real estate professional, with a California Broker License.[2]  As such, she is responsible for the good and the bad at EAH projects, wherever they exist—both the admirable and the criminal—certainly when issues are brought to her personal attention multiple times.

This is true with respect to her Rohlffs Manor project in Napa, California, where problems with an Iranian named Mohammad (or Amir) Abri were ignored for more than two years.  This individual beat his “mentally-challenged,” live-in female companion; and he called law enforcement to have her evicted.

He threatened to kill his next-door neighbor—a veteran in his mid-80s—and engaged in nonstop harassment of the neighbor, which was documented meticulously by the neighbor.  Yet, Hall and her managers did nothing for more than two years; and arguably their pattern of “neglect” constitutes outright criminality.

They should be fired, prosecuted and imprisoned, as part of a criminal conspiracy; and their personal assets should be seized.  Also, all funding of this project and other EAH projects by US Bank should cease immediately; each project should be investigated thoroughly for similar patterns of wrongdoing and abuse; and other stringent remedies should be initiated forthwith.[3]

Clearly, Hall and her EAH managers have abused the elderly veteran, who was threatened with eviction.[4]  In antiquity, it was common practice to kill the messenger, or the bearer of bad news.  This practice was continued with respect to the veteran, who reported Abri's nonstop abuses to Hall and her managers.[5]

The California Department of Real Estate reports that Hall's license was suspended.

There are reasons to believe that this program has been administered improperly by Hall and EAH, which in turn has impacted and contributed to homelessness in America.  They need to be investigated thoroughly, and perhaps by congressional committees.

He withheld a few months of rent, to partially compensate him for the injuries that he has incurred.  However, this was a pittance when compared with the wrongdoing that Hall and her managers permitted to occur vis-a-vis this individual.  He must be compensated fully.
