If you're starting certificate attestation for UAE from Bangalore, Hyderabad, or Chennai, you don't need another 2,000-word explanation of what attestation is. You need a checklist you can actually follow, step by step, without missing anything.

This is that checklist — built specifically around the differences between these three cities, so you're not following generic steps that don't apply to where you actually are.


☐ PHASE 1: Before You Touch a Single Document (Do This First)

☐ Confirm your destination requirement. UAE is not a Hague Convention country. You need full Embassy Attestation, not Apostille. If anyone tells you Apostille works for UAE, they are wrong.

☐ List every document you will need. Common requirements for UAE:

  • ☐ Degree certificate (employment, higher education)

  • ☐ Diploma / marksheet (if requested separately)

  • ☐ Experience certificate (employment visas)

  • ☐ Marriage certificate (dependent visa for spouse)

  • ☐ Birth certificate (dependent visa for children)

☐ Check every document for lamination. Laminated originals cannot be attested at any stage. If laminated, apply for a fresh original from the issuing institution NOW — this can take 2–6 weeks on its own.

☐ Cross-check every name spelling against your passport. Character by character. Include middle names, initials, and father's name formatting. Even one-letter mismatches cause rejection.

☐ Identify which state issued each document. Attestation for the state-level step must happen in the state where the document was issued — not necessarily the city you currently live in.


☐ PHASE 2: City-Specific Pre-Checks

If you're in Bangalore (Karnataka):

☐ Decide your routing: HRD vs Home Department vs SDM.

  • Educational certificates → Karnataka HRD

  • Personal certificates → Home Department or SDM (not HRD — this is a common routing error)

  • Confirm with your agency which route they're using and why

☐ Confirm if your institution is a deemed/private university. If yes, check whether UAE requires an additional equivalency certificate for your specific employment category (especially engineering, medical, teaching roles)

If you're in Hyderabad (Telangana):

☐ Confirm your university is eligible for direct cross-verification. Telangana HRD verifies directly with the issuing university (Osmania, JNTU, etc.) — this is mandatory and should not be skipped, even under time pressure

☐ Build in 3–5 extra days for university verification. Do not let urgency push your agency to bypass this step — it's what protects your certificate from later rejection at the UAE end

☐ Check name format consistency between marksheet and final degree certificate. Telangana institutions sometimes format names differently across these two documents

If you're in Chennai (Tamil Nadu):

☐ Identify if your document is school-level or university-level.

  • School certificates (HSC, SSLC) → require Board of Secondary Education sub-verification BEFORE HRD

  • University degrees → go directly to Tamil Nadu HRD

☐ Confirm Board verification is completed (for school certificates only). Ask your agency to confirm this explicitly — it's a step that's sometimes assumed or skipped

☐ Check Tamil-to-English name transliteration consistency. If your name appears in different documents issued years apart, transliteration can vary slightly — verify this matches your passport


☐ PHASE 3: The Attestation Chain (Same Sequence, All 3 Cities)

☐ Step 1: Notary Attestation

  • Original document taken to a registered Notary

  • Typically completed same day

☐ Step 2: State-Level Authentication

  • Educational: HRD Department (Karnataka / Telangana / Tamil Nadu)

  • Personal: Home Department or SDM

  • Commercial: Chamber of Commerce

  • Bangalore/Hyderabad/Chennai timeline: 3–10 working days depending on document type and city

☐ Step 3: MEA Attestation

  • Submitted via MEA-authorised agency only (MEA does not accept direct individual submissions since 2019)

  • Chennai and Hyderabad both have Regional Authentication Centres — faster than routing through Delhi

  • Typically 2–4 working days

☐ Step 4: UAE Embassy / Consulate Digital Attestation

  • UAE attestation is now fully digital — no physical stamp or sticker

  • Typically 3–8 working days

☐ Step 5: UAE MoFA Digital Attestation

  • Now completed digitally in India alongside Embassy attestation — no need to complete this separately after arriving in UAE


☐ PHASE 4: Before You Submit Anything to Your Employer or UAE Authority

☐ Verify your final document includes the digital attestation printout. Confirm this is the correct, current format — not an outdated physical stamp expectation

☐ Request a verification guide from your agency. Some UAE-side employers, especially smaller companies, are unfamiliar with verifying the new digital attestation format. Having a verification link or guide ready prevents confusion on their end

☐ Make 2–3 certified copies before sending the original anywhere further. Once your document is fully attested, keep originals secure and use copies for submission wherever possible

☐ Double-check expiry or validity windows. Some UAE authorities treat certain attestations (particularly PCC) as valid only for a limited window — confirm this applies to your specific document before any delay pushes you past it


☐ PHASE 5: Timeline Planning — Work Backwards From Your Deadline

☐ Identify your hard deadline. Joining date, visa appointment, or university enrollment cutoff — whichever is earliest

☐ Confirm MEA authorisation. Check the agency against MEA's published authorised agency list (mea.gov.in) — direct submission access matters

☐ Ask for an itemised quote. Government fees, state fees, embassy fees, and service charges should be separate line items — not one vague lump sum

☐ Confirm their resubmission policy. If a document is rejected for a reason outside your control (department error, processing issue), ask explicitly: is resubmission free, or charged again?

☐ Get a written receipt for your original documents. Never hand over originals without documentation of exactly what was submitted

☐ Confirm they have physical presence in your city. Bangalore, Hyderabad, and Chennai applicants should work with agencies with real local offices — not agents who courier everything to a different city with no local accountability
