Of all the Gulf countries Indians move to for work, Qatar has the strictest document verification rules — and the least-publicised ones.

UAE's requirements are well-documented. Saudi's process is widely understood. But Qatar introduced a set of specific rules that quietly disqualify thousands of Indian certificates every year, and most applicants don't discover this until they're already partway through a 3–4 week attestation chain.

This blog covers what Qatar specifically requires, what it specifically rejects, and what applicants in Mumbai, Hyderabad, and Bangalore need to know before they submit a single document.


Qatar's Rule That Nobody Leads With: Private University & Distance Education Certificates Are Refused

<cite index="21-1">Since June 2016, Qatar Embassy has become very specific — it will not attest any open university, private university, or distance education certificates.</cite>

Read that again. If your degree is from:

  • An open university (IGNOU, Yashwantrao Chavan Maharashtra Open University, Dr. B.R. Ambedkar Open University Hyderabad, etc.)

  • A private university with deemed status

  • A distance education or correspondence programme — even from an otherwise recognised institution

Qatar Embassy will refuse to attest it. Full stop. No workaround, no exception, no alternative route.

This rule has been in place since 2016 but is still not prominently mentioned by most agencies — because it means turning away business. We'd rather tell you now, before you spend time and money on a process that will fail at the embassy stage.

The University Verification Letter — City-Specific Reality

For Mumbai Applicants

Maharashtra has hundreds of colleges affiliated to Mumbai University, Pune University, SNDT, and other state universities. Getting a verification letter typically requires:

  • A written application to the university's examination or verification department

Mumbai-specific note: Mumbai University and Pune University have online verification portals that are faster than physical applications for some affiliated colleges. Check whether your college appears in the online verification system before defaulting to a physical application.

For Hyderabad Applicants

Osmania University, JNTU Hyderabad, and University of Hyderabad all have established verification processes — but Telangana's HRD department already requires direct university cross-verification as part of its own process. This means Hyderabad applicants sometimes have the advantage of the university verification being embedded into the HRD step rather than being a completely separate preceding step.

Clarify with your agency whether the Telangana HRD university cross-verification satisfies Qatar Embassy's verification letter requirement — or whether a separate, Qatar-specific bonafide letter from the university is additionally required. These are two different documents and Qatar's requirements are specific.

For Bangalore Applicants — MEA Attestation Context

Bangalore applicants going to Qatar face a route clarification that affects MEA attestation specifically: <cite index="2-1">Karnataka's documents for MEA attestation can be submitted through the Bengaluru RPO since the 2019 decentralisation of attestation services.</cite> But the Qatar Embassy step — like Kuwait — is only in Delhi. MEA attestation in Bangalore means submitting your Karnataka-state-authenticated document to the Bengaluru RPO (Regional Processing Office) of the Ministry of External Affairs, which verifies the state authority's seal and stamp before adding MEA's own authentication.

3. Confirm whether Qatar MoFA is required before your visa is processed. Ask your Qatar employer directly. If yes, add 7–14 working days to your total timeline.

4. Use an agency with a Delhi office if you're in Hyderabad or Bangalore. Qatar Embassy attestation routes through Delhi for both cities. An agency with a physical Delhi presence (not a courier arrangement) processes the embassy step faster and with more accountability.
