Portfolio manager Lance Roberts, like Felix Zulauf, thinks the markets will remain volatile until Fall.

Stocks will bounce, but then retreat, likely re-testing the lows made earlier this month.

For many, this will be frustrating. Investors' hope will be raised, then dashed -- and then raised and dashed again.

Lance doesn't expect a true bottom to be put in until the speculators currently in the market are washed out by this volatility.

But once it's in, he thinks that will be the time to start going long more aggressively.

While he doesn't expect us to get to that point for a number of months from now, stocks have bounced substantially over this past week.

Which raises the question: Is it time to "sell the rip"?
