From the Test Bench to a $20 Billion Pipeline: How Muge Cody Engineered Her Way to the Center of Homeland Defense

The first systems Muge Cody was trusted with were the kind that are not allowed to fail. In 1998, fresh out of Anadolu University’s Faculty of Aeronautics and Astronautics, she went to work at Havelsan as an F-16 avionics test engineer, evaluating the line replaceable units and ground systems that keep one of the world’s most widely flown fighter jets in the air. The work was exacting, invisible when done well, and unforgiving when not.

That is not the resume line most defense executives lead with. It is the one that explains Cody best.

She is known for her strategic thinking and for being exceptional at turning strategy into action, establishing accountability, and delivering measurable results. That range explains her most recent role. At Leidos, she served as Vice President for Strategy and Growth Operations, leading the strategic transformation of an approximately $3.7 billion sector and supporting a qualified pipeline of roughly $20 billion, according to her professional resume. She rose to leadership through a decade of direct product and hardware experience, followed by two decades mastering the complex service operations built around them.

Throughout her career, she has led growth and transformation across complex technology, defense, intelligence, and homeland security businesses, built multi-billion-dollar pipelines, led high-performing organizations, shaped enterprise strategy, driven M&A and strategic partnerships, and advised C-suite leaders on growth and transformation.

The Engineer’s Apprenticeship

Cody’s career has a long fuse. When she joined ManTech International in 2001, it was not as a strategist but as an avionics engineer, supporting the U.S. Army’s Firefinder radar and the Marine Corps’ Tactical Air Operations Module programs. The job description, by her own accounting, ran from hardware design and software coding to the final sell-off to the customer. She owned the whole problem.

The instinct to own the whole problem never left. What changed was the size of the problem. Over the next five years, she earned a Master of Science in Engineering Management from George Washington University, certified as a Lean Six Sigma Black Belt, and moved from the lab into program management, at one point building and overseeing the budgeting, cost reporting, and accounts receivable functions for the firm’s largest CECOM contract. It was an unusual detour for an avionics engineer. It was also, in hindsight, the pivot that built her range.

Learning the Ledger

By 2009, Cody was a Vice President and Division Manager at ManTech. By the time she left in 2015, the division she ran was generating an estimated $500 million in annual revenue, roughly a fifth of the company’s total, according to her resume. She held profit-and-loss responsibility for more than 2,000 direct and indirect employees and subcontractors, spread across more than 100 locations in Southwest Asia and the continental United States, supporting tactical vehicle and C5ISR modernization programs at the height of two wars.

Numbers like that tend to flatten what they describe. Behind them sat the operational details that distinguish operators from administrators: contract wins ranging from $354 million to $2.8 billion, days sales outstanding held between 35 and 60 days against a target of 75, and attrition among deployed employees held to 17 percent, a figure anyone who has staffed contracts in a war zone will recognize as hard-earned.

After ManTech came a period of deliberate breadth: advising small IT and cybersecurity firms on growth strategy, then leading capture management as a vice president at CoSolutions. At Raytheon, she ran the Sensor and Platform Services division, where she carried profit-and-loss accountability for a $320 million business sustaining and modernizing major ground radar systems for the U.S. Air Force and Navy, including programs supporting the Cobra Dane radar and the Relocatable Over-the-Horizon Radar. Per her resume, the division exceeded its financial goals across bookings, sales, and profit under her leadership.

Where Homeland and Defense Converge

Cody joined Leidos in January 2021, and the timing matters. The boundary between homeland security and defense technology, once a bureaucratic line on an organizational chart, has been dissolving in real time. Drones cross it. Cyberattacks ignore it. The sensors watching a border and the sensors watching a battlefield increasingly need to speak the same language.

That is precisely the seam Cody’s portfolio sat on. Her team managed the business development lifecycle across the Department of Homeland Security and its operational components, and the Department of Defense, according to her Leidos biography. The priority list reads like a map of the next decade of national security investment: cybersecurity, biometrics, generative AI, counter-drone integration, electronic warfare enhanced by machine learning, and the unglamorous connective work of linking sensors from different manufacturers into a single tactical network.

That last item is the tell. Most growth executives talk about markets. Engineers talk about integration, because they know integration is where programs live or die. Twenty-eight years after her first test bench, Cody is still working the same fundamental problem: making complex systems from different builders function together under pressure.

The Range Is the Thesis

Cody has kept investing in the leadership side of the ledger, completing an executive management program at the University of Virginia’s Darden School of Business, senior leadership coursework at the University of North Carolina, and doctoral-level study in systems engineering at George Washington University. Women in Defense, the professional organization supporting women in national security, recognized her with a Horizon Industry Award in 2011.

In an industry that increasingly rewards specialists, Muge Cody built a career on refusing to be one. She has tested the circuit cards, led the programs, owned the P&L, built the strategies, and driven the transformation. The systems she has been trusted with have grown larger, more complex, and more integrated. The standard has not changed since 1998: they are not allowed to fail.
