The activity should accurately reflect the company's intended operations.

Step 2: Establish the Legal Entity

New applicants begin the process by submitting an Initial Disclosure Questionnaire (IDQ) through Dubai Economy and Tourism (DET) or the relevant Dubai free zone.

VARA then reviews information including the proposed business model, beneficial ownership and senior management details.

Step 3: Obtain Approval to Incorporate

Where the application progresses, the applicant may receive an Approval to Incorporate (ATI). This allows the business to complete its legal incorporation and operational setup.

Importantly, receiving an ATI does not mean the company can immediately conduct virtual asset activities. VARA explicitly states that firms are not permitted to undertake virtual asset activities at this stage.

Step 4: Complete the VASP Licensing Process

The business then proceeds with the requirements for its VASP licence. VARA may require extensive corporate, financial, governance, technology and compliance documentation.

The final licence must be obtained before the company begins regulated virtual asset activities.
