Question 1: Where Are You Going?

This is the only question that truly determines which service you need. Everything else — document type, city, timelines — flows from this answer.

If your destination country is on this list: UK, Germany, USA, Australia, Canada, France, Italy, Netherlands, Spain, Switzerland, Sweden, Denmark, New Zealand, Singapore, Japan, South Korea, Portugal, Greece, Austria, Belgium, Poland, Czech Republic, Hungary, Romania, or any other Hague Convention member nation

→ You need Apostille. Not embassy attestation. Not both. Apostille only.

If your destination country is on this list: UAE, Saudi Arabia, Qatar, Kuwait, Oman, Bahrain, China, Malaysia, Vietnam, Egypt, Jordan, Iraq, or any other non-Hague Convention country

→ You need Certificate Attestation. Not apostille. Apostille is legally invalid for these countries and will be rejected.

This single distinction — Hague vs non-Hague — is responsible for more wasted time and money than any other error in the document authentication space. Question 2: Which City Are Your Documents In — And Which City Are You In?

The city where your document was issued determines where state-level authentication happens. The city where you currently live determines which MEA Regional Processing Office (RPO) or Embassy submission point is most convenient.

These are sometimes the same city. Often they are not.

Scenario A — You live in Delhi and your documents are from Delhi: Both state-level authentication and MEA submission happen locally. This is the fastest and cleanest scenario.

• For apostille: Notary → SDM Delhi or HRD Delhi → MEA Delhi (RPO)

• For certificate attestation (UAE, Saudi, Qatar etc.): Notary → SDM Delhi or HRD Delhi → MEA Delhi → Relevant Embassy in Delhi

Scenario B — You live in Mumbai and your documents are from another state: State HRD/Home Department authentication must happen in the issuing state — not Maharashtra. MEA submission can happen through Mumbai's RPO. Embassy submission for Gulf countries can happen through the UAE Consulate or Qatar Embassy in Mumbai for some countries, or must go to Delhi for others.

• This requires inter-state document coordination that most individuals cannot manage efficiently on their own. An MEA-authorised agency handles this without your documents having to travel with you.

Scenario C — You live in Mumbai with Maharashtra-issued documents: Both state authentication and MEA submission stay local. Maharashtra has two separate departments:

• Educational certificates (degree, diploma, marksheet) → Maharashtra HRD

• Personal certificates (birth, marriage, death) → Maharashtra GAD (General Administration Department)

Submitting the wrong document type to the wrong department results in outright rejection — not a correction — with full resubmission required. This is the most common mistake in Mumbai apostille and attestation cases.

Scenario D — You live in Delhi but your document was issued in another state: Your degree from a UP, Rajasthan, or Punjab university must go through that state's HRD first. In Delhi: → SDM Delhi or Delhi HRD Department → No additional pre-verification required for most Delhi University and IP University documents → Note: School certificates from CBSE or Delhi state board go through HRD — SDM also valid

In Mumbai (Maharashtra-issued): → Maharashtra HRD (Department of Higher and Technical Education) → Documents from private deemed universities sometimes require university-level verification before HRD will authenticate — confirm with your agency

Personal Documents (Birth, Marriage, Death Certificate)

In Delhi: → SDM Delhi or Home Department Delhi → SDM route is faster and covers both educational and personal documents — a Delhi-specific advantage no other city offers

In Mumbai (Maharashtra-issued): → Maharashtra GAD (General Administration Department) — NOT HRD → This is the routing mistake that costs Mumbai applicants the most time

• Delhi: 2–4 working days at state level

• Mumbai: 4–7 working days at state level

Commercial Documents (Power of Attorney, Company Registration, MOA, Invoice)

In Delhi: → Delhi Chamber of Commerce → MEA

Police Clearance Certificate (PCC)

PCC follows a completely separate chain in both cities. It does not go through HRD or Home Department at all.

After MEA Attestation (for Certificate Attestation): The document must now go to the relevant country's Embassy or Consulate in India:
